    Even if it’s wrong, something about it seems oh-so-right.

    I think they are considering an amendment to allow the flag to be used as a garment if it is barely covering an increadibly hot chick, but only if it is readily removeable… Thus under the proposed amendment, this would, in fact, qualify as appropriate/encouraged.
